Oeurn Koem is a seasoned professional with over two decades of experience across diverse sectors, including higher education, public administration, and private enterprise. He has a proven track record in leadership, strategic planning, and program implementation, with a specific focus on education, entrepreneurship, SME management, and capacity-building. As a Director of institutions like the Cambodia-Japan Cooperation Center (CJCC), HOME-DUCATION, and as Deputy Director General of Higher Education, he has cultivated strong relationships with government bodies, academic institutions, and the private sector. His expertise spans policy development, stakeholder engagement, instructional design, people relations, and cross-cultural collaboration. He has been recognized with numerous awards, including national honors and leadership tributes, and is deeply committed to advancing Cambodia's socio-economic development through education, innovation, and global partnerships.


Throughout his career, Oeurn Koem has held several key leadership positions. As Director of HOME-EDUCATION ENTERPRISE, he has been responsible for defining and implementing strategic business management training for SME development and driving operational excellence. As Director of the Cambodia-Japan Cooperation Center (CJCC), he worked to strengthen Cambodia-Japan relations through strategic programs and enhanced business and leadership development. In his role as Deputy Director General at the Ministry of Education, Youth & Sport, he focused on enhancing strategic planning for higher education development and strengthening the implementation of quality assurance. These roles, along with his experience as Director of the Learning for Success Institute (LSI), demonstrate his extensive experience in both the private and public sectors. Oeurn Koem's academic background includes a Master of Arts in English Language Teaching from the University of Canberra and a Bachelor of Education in Teaching English as a Foreign Language from the Royal University of Phnom Penh. His graduate studies focused on teaching methodologies, curriculum development, and linguistics, and he completed a research thesis that examined innovative methods for enhancing student engagement in English language classrooms. He has also received numerous honors, including a Special Honorary Medal of the Kingdom of Cambodia signed by the Prime Minister and a Gold Medal for Outstanding Work Performance in the Reconstruction and Development of the Education Sector. He is a fluent English speaker and a native Khmer speaker.
